I don’t think what the House passed is constitutional. Article I, Section 9 of the Constitution does not allow Congress to make laws that target a specific group nor can they do something retroactively. While the wording was careful so all people getting bonuses of $x are taxed, I don’t know if it’ll hold muster as the intent was clearly in violation… Damn.
