I don’t think what the House passed is constitutional. Article I, Section 9 of the Constitution does not allow Congress to make laws that target a specific group nor can they do something retroactively. While the wording was careful so all people getting bonuses of $x are taxed, I don’t know if it’ll hold muster as the intent was clearly in violation… Damn.

California and Northeast improvements make sense. I would ad to that the Chicago network. I often use the MegaBus or Amtrak service from Chicago to Detroit and it is currently heavily subsidized by the State of Michigan, so I would love to see that line improved.
