It would be nice to think that the makeup and personal care products on the market are non-toxic and tested for safety, but this is not the case. In the U.S., there are loopholes in laws that allow makers of cosmetics and personal care items to include ingredients that are known to be harmful—carcinogens, allergens, substances that mimic hormones—and the FDA does not test these items before they're made available to the public. (By contrast, the European Union exerts more power in excluding harmful ingredients for consumer safety.) It's largely up to consumers to choose cosmetics and personal care products with non-toxic ingredients. To help make the right choices, you can consult the Environmental Working Group (EWG)'s Skin Deep database, which features listings of independently tested cosmetics and personal care products with their ingredients and safety scores.
