Are New Federal Guidelines the End of Racial Discrimination Masked as School Discipline?

Since children of color are disproportionately represented in suspensions, expulsions, and arrests civil rights groups have criticized discipline policies. Now the "U.S. departments of Education and Justice have issued new guidance on how school leaders can ensure that discipline policies are drafted and applied in a manner that does not discriminate against racial or ethnic groups." But AFT head Randi Weingarten says "policies in a vacuum without actual resources and support will not succeed."
