Uber, regulation and a child's death

Does the sharing economy not apply to the umbrella company, in this case Uber, when someone dies? Its great that a new basket of companies is enabling individuals to be entrepreneurial: driving their own cars for service, renting their rooms, crowdfunding for their bands or causes, but the inability for government regulation is leaving these same beneficiaries exposed when things go wrong. People hate paying taxes, insurance, or service fees until the worst case scenario comes to pass.
