Interesting one. Here in Taipei definitely has a minor transit culture. Frankly speaking, the density and quality of public transportation system is not bad, actually quite great here and I use metro and buses almost everyday, but it's just too hard for Taiwanese to give up on scooters. Some prefer not to take buses when they've got their own scooters, of which we've got huge amounts here in Taiwan. Although these cause air pollution and daily crazy turmoil on roads (I've actually been pissed off by some rude riders for million times when driving), you could directly get to the places you're heading to and no need to worry about the parking spaces. They're too big here and people just can't quit them for their mobility. I think it's the culture thing and it takes time to change it.
