    No, at SFGoodwill the services and job opportunities we provide don't call for the use of the certificate, nor will we consider using this tool in the future. The Special Minimum Wage Certificate is a tool that 3,500 U.S. employers, including some Goodwill chapters, use to create job opportunities for people with significant mental and physical disabilities. The Certificate, issued by the U.S. Department of Labor, allows an employer to compensate a disabled person according to the work they are able to perform. Each Goodwill chapter operates as a standalone nonprofit social enterprise with its own balance sheet, bylaws, and board of directors leadership. SFGoodwill supports the changes that need to happen within the Goodwill Industries International confederation for these types of program practices to be eliminated.
