Remember Hurricane Katrina, about a year back? That whole FEMA messing everything up thing because Michael Brown didn't know what he was doing? Well, Congress passed a law that included minimum job requirements for the head of FEMA. Requirements like: "``a demonstrated ability in and knowledge of emergency management" and ``not less than five years of executive leadership." Sounds good to us. But, then President Bush signed the law, and attached one of his sneaky signing statements (for more on signing statements, go here) that mean he can ignore any part of the law he chooses, and he is choosing to ignore the part about the FEMA chief's job requirements.The new head of the Arabian Horse Association must be so excited.
