I've created a blog called the Idea ClearingHouse.

ICH is a forum for people to post good ideas that they don't have the
time/money/patience to pursue on their own. Avoid orphaning your ideas
by sharing them with someone who can use them. They don't need to be
perfect, just thoughtful. We're currently developing a way for
idea-people to sell their intellectual property to interested parties
(IP2IP), similar to the way popular resume websites work.
