One Step Forward, Two Steps Back

President Bush announced the initial step in his plan to combat the political fallout surrounding rising gas prices: he has ordered the suspension of the environmental rules that are currently in place in the refining process. In addition, he's making plans to relax environmental standards governing fuel grades. Experts say the plan will do little to help prices at the pump. Didn't he just say we don't have to choose between the environment and the economy? Why, then, are environmental standards the first casualties of rising gas prices?
