Shanghai Promoting 2-Child Families

According to a Reuters newswire report filed today, Shanghai is now urging couples to have two children in order to counter an aging population despite concerns of overextended resources.The "one child" policy instituted by the Chinese government is in fact looser than the name suggests. Urban parents are allowed to have two offspring if they are both only children; rural parents are allowed a second child if their first is a girl.
