San Francisco politician Ross Mirkarimi, who worked to ban plastic bags in his city, says that municipalities must lead the way if the federal government refuses to do so. However, as this article says, cities can, for example, do all the traffic reducing they want, but if the federal government is actively funding car-based transportation, those efforts go to waste. Here is something to help: Last night the Senate passed a bill that raised fuel efficiency standards in cars and mandated increased use of biofuels. Though it must pass the House and then get signed by the President, it's a start.
