The Family Resource Center operated by Oxford Talawanda Community Services, Inc. had its origin in 1956 with the founding of the Welfare Committee of the Oxford Federation of Clubs. This group organized several individual groups into one welfare organization to help needy families residing in the Talawanda School District.
