Changes to our democracy - structure and substance

Can we find a way that all Americans have opt-in, instead of opt-out, voting? Everybody HAS TO SIGN even if only to say to say, "no thanks, I'd rather not say." Can we find a way to have Americans vote on ideas, rather than vote for politicians? Everyone who ISN'T voting is doing so because "nobody speaks for me." Instead, let's do a national POLL at TAX TIME where everyone who submits a tax return has to complete a poll or opt-out, on "IDEAS for WHERE MY TAXES ARE SPENT."
