CIA: Al Qaeda likely to attempt attack in 3 to 6 months

What the hell does this even mean? 3-6 months is a pretty flexible time window. Hasn't an attack been likely since September 11, 2001? Should I seal myself into my home with duct tape again, or just be on the lookout for suspicious people in scuba gear?
