How Do We Define and Measure 'Deeper Learning'?

The "teach less, learn more," mantra that's at the heart of "deeper learning" methods lets student to take what’s learned in one situation, use their critical thinking skills and creativity, and apply it to another. How do we make this way of learning spread when standardized tests merely focus on the recall of facts and procedures?
