How to make democracy true

The original democracy relied primarily on random selection of office holders. Not on elections.
The legislative function should be like a jury, choosing (by voting) among various possible policies. This is what government BY the people means.
The executive function requires specialist skills. The original democracy did not use random selection for its executives, nor should we.
