Is it Unconstitutional for Universities to Discriminate Against Professors Based on Their Political Views?

Theresa Wagner claims she was not hired at the University of Iowa Law School because she is a conservative, and that the school's refusal to hire her was a violation of her 1st and 14th Amendment Constitutional rights.
