Local communities and politicians sign pacts to improve their towns and villages

In Uganda, Zambia, Bolivia, India and Bangladesh, local politicians pledged to meet a series of commitments to local improvements - better healthcare, better bus services, building new schools. It worked, and the politicians got reelected.
