It should be obvious that you should never tether a dog up for more than a few minutes, but some Oregon pet owners are tying them up for more than a few hours. A bill is being written to fine people up to $1,000 for unlawful tethering. As long as the tether is more than 15 feet long and doesn't cause strangulation, choking, or pinching, it would be legal to tether a pet up to five hours, with adequate bedding and shelter. Should daycare be required if pet owners can't attend to their dogs?
