Poverty in the US - Welfare vs. Jobs

The more poverty there is, the more it affects the economy and the productivity nationwide. But if the economy is down, there aren’t enough jobs and poverty in the US keeps on getting worse. What's the role of welfare as opposed to sheer economic growth in such circumstances?
