Simple pie-charts of who does and doesn't pay federal income taxes
True 47% of Americans don't pay income tax, but 2/3rds of those do pay payroll tax. Which leaves about 17% that don't pay any federal taxes. Of those, more than half are elderly, over one-third are nonelderly with income under $20,000.
