"President Barack Obama's proposal for the upcoming budget sequester would cut nearly $900 million from the Federal Emergency Management Agency, including disaster relief, food and shelter, and flood management at both the federal and state levels."

900 million sounds like a lot to me... which they are doing in order to "in order to preserve the idea of tax hikes on "millionaires and billionaires""

That compared to turning disaster relief over to the states and the private sector, which is what Romney is trying to say... granted not so eloquently, but that is what he is trying to say. It is his same stance on health care, turn it over to the states.
