He's el Ecoloco! Viva el smog! No flores!

Here's what we know about this video, from Eyebeam reBlog: "'El Ecoloco' is a character from Odisea Burbujas, an educational TV show from the '80s, transmitted in Latin America. The cast were animals, a mad scientist and the 'Ecoloco': He loves noise and 'smog'."
