About 10 days ago, the Obama administration released a blueprint for remodeling the Elementary and Secondary Education Act (ESEA), which is better known these days as No Child Left Behind (NCLB). This unspecific document outlined goals for fixing a lot of what NCLB got wrong, such as its "adequate yearly progress" goals and unspectacular achievement metrics.
