Proof that the U.S. Government Isn't Serious About Alternative Energy?

As you can see from these two graphs, the U.S. government's investment in non-fossil fuel sources has been proportionally quite low during the last 50 years. While the graphs don't represent any progress that's been made since, the general trend they illustrate is a disturbing one. (Read some more analysis here.) But what I really wonder about is what these charts should look like. When should we have started to invest in alternative energy, and how would that be reflected in this data? I would assume that fossil fuels would still be leading the pack, but by how much?
