A new study has cast some doubt on the "broken windows theory" of crime fighting, which has been lauded as the leading cause of reducing crime in New York (and, whose main practitioner, William Bratton, is the police chief of LA). Apparently, instead of cops targeting small crime in order to make run down neighborhoods nice again, they just target minorities.
