Arnold Schwarzenegger signed an executive order today requiring that the state get 33 percent of its electricity from renewable sources like solar and wind power by 2020.This is great and it would keep California the cleanest state in the union. The problem is, California already has a mandate to get 20 percent of our energy from renewable sources by 2010, which is right around the corner, and that goal simply won't be met. San Diego Gas and Electric, one of the state's big three utilities, is at just 10 percent right now.I'm confused. Aren't these requirements binding somehow? Are there not fines for companies that don't meet them?
