In the last days of the Bush Administration, the Department of Defense declassified a host of papers, including some proposed leaflets, meant to be dropped on Iraq as part of a psychological operations (PSYOPS) campaign. They were never used, and a declassified memo says ""most of them are boring."" So what makes a good leaflet? PSYOPS expert and retired Sergeant Major Herb Friedman weighs in.
