California Governor Jerry Brown announces what is expected to be a bloody budget Monday at 11:00 a.m. PST. It's unclear what programs, exactly, will be cut, but we should prepare for a year in which many institutions face tough decisions and dramatic decreases in funding.

According to Capitol Weekly, "realignment" will be a key component of this year's budget:

Brown’s political calculus is this: Shift power to the locals, then go to the ballot and ask voters to approve the money to help pay for it. If the locals get behind it – they’ve been demanding money and autonomy for years – the ballot proposal ultimately could have a chance of passing. Local control in return for taxes.

The message from Brown's office has been clear so far: Although the budget will involve brutal cuts, it will not be made of "smoke and mirrors." Frankness in politics is indeed refreshing, but it tends to accompany bad news more often than good news.
